Santa Margarita Water District Continues to be Recognized for Transparency

Transparency Certificate 2018

Rancho Santa Margarita, CA – The Santa Margarita Water District is honored to receive the “District Transparency Certificate of Excellence” by the Special District Leadership Foundation of California in recognition of its excellence in transparency and good governance. This is the third time the District has received the bi-annual certificate.


“This certificate is a testament to the District’s steadfast commitment to being transparent in operations and governance,” said Justin McCusker, Board President.


Santa Margarita Water District demonstrated eight essential governance transparency requirements, including ethics training for all board members, properly conducting open and public meetings and filing financial transactions and compensation reports to the State Controller in a timely manner. The District also fulfilled fifteen website requirements, including providing readily available information to the public, such as board agendas, past minutes, current District budget and the most recent financial audit.


Special District Leadership Foundation of California is an independent, non-profit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.
