Saundra Jacobs has served on the Santa Margarita Water District (SMWD) Board of Directors since 1996 and is a long-time resident of Mission Viejo. During her tenure, she has been instrumental in implementing District policies that ensure water supplies are safe, reliable, sustainable and affordable.

Director Jacobs is an environmental planner with over 30 years of experience, and she recently retired from her telecommunication consulting firm, a successful Women-Owned Business Enterprise.  Educated at the University of Santa Barbara, where she grew up, Director Jacobs possesses a broad technical background in earth sciences which she applies to water quality and District project development.  She brings her experience and credentials to help the Board with planning and environmental policies to support the District. 

Director Jacobs is actively involved in the water industry and her community. She is currently Treasurer of the Independent Special Districts of Orange County (ISDOC), a member of California Special Districts Association (CSDA), the Association of California Water Agencies (ACWA) Communications and Local Government Committees and working groups, the Orange County Water Association, the Santiago Aqueduct Committee as Alternate Director and as a Director of the Fenner Valley Water Authority.  Professionally, she participates in the American Planning Association, the Association of Environmental Professionals, California Women’s Leadership Association, and the Industrial Environmental Coalition of Orange County.  She is also a former President and Board Member for the Lake Mission Viejo Association.  Director Jacobs has served on the Santa Margarita Water District (SMWD) Board of Directors since 1996 and is a long-time resident of Mission Viejo.
