Charles "Chuck" Gibson was elected to the Santa Margarita Water District Board of Directors in 2012 and re-elected in 2016 and 2020.  Dir. Gibson has over 35 years of combined experience in working for major governmental agencies, and in business and consulting, both as an independent contractor and with a major national consulting firm.

During his tenure on the SMWD Board, Dir. Gibson has aided in maintaining a safe and reliable water supply while controlling expenses at the District. He has focused on operational efficiency and technology to hold down costs and reduce pressure on rates.

He has been a supporter of partnerships for regional participation in management of recycled water, urban runoff, storm water recapture, and groundwater recharge. Also, he supports development of new sources of water including ocean desalination and water transfers.

Prior to his experience in the water sector, Dir. Gibson helped organizations increase productivity through business process improvements and applied technology. He also conducted independent analyses related to planned mergers and acquisitions, public-private alternatives to service, financing and budgets.

 Dir. Gibson has been a resident of Orange County since 1974 where he and his wife raised four children. Locally, he has organized and served on a variety of community and non-profit organizations including his neighborhood homeowners association and Ladera Ranch Civic Council 

Dir. Gibson holds a bachelor's degree in Political Science from UCLA and a master's degree in Public Administration.
